The seminar “Important issues of state accreditation for educational activities. Peculiarities of development and implementation of study programs for disabled people” was held in Bauman Moscow State Technical University. (BMSTU).

The event gathered more than 120 representatives from Russian HEIs – leading educational organizations, classical universities, national research and federal universities, educational institutions of different branch departments, as well as religious and research organizations, non-state educational organizations and non-profit organizations.

Among the seminar participants, there were HEIs rectors, vice-rectors for studies, research, educational work, inclusive education, information technology and distance learning; directors and deputy directors of HEIs branches; heads of teaching and learning departments, postgraduate education departments, departments of licensing and accreditation of study programs, departments of education quality control; heads of chairs, professors and assistant professors; methodologists, analysts, IT specialists of HEIs and secondary vocational education institutions.

The seminar was opened with a welcome address by BMSTU Rector Anatoliy A. Aleksandrov. He was followed by the NAA Director Lemka S. Izmaylova with her welcome speech and a report on important issues of state accreditation of educational activities and availability of professional education for disabled people. She spoke about the main normative legal acts, the work procedure for expert group during external review with/ without site-visit, the requirements of the Federal State Educational Standards of Higher Education in terms of dealing with disabled people, and the recommendations for study programs adaptation. She also presented the statistics of educational organizations implementing the study program "Special (defectologic) education".

 Olga Kulkova, Chief Counsel of the Regulatory and Personnel Support Department of NAA, gave more information about the regulatory framework of state accreditation for educational activities, its innovations and typical mistakes when filling in the application for accreditation and the agreement for the network form of study programs delivery.

After the break, NAA’s Deputy Director Mikhail V. Petropavlovskiy continued the seminar with the report "Requirements to the structure of an educational organization’s official website and use of the provided information for state accreditation. The monitoring of websites for information for disabled people”. The Deputy Head of the Department for Innovative Development of NAA Elena V. Zakhvatova made the report "Methodological support of state accreditation procedure for educational activities". Denis V. Saveliev, a programmer of the Databases Support Department of NAA, presented the speech "The transition to electronic document management during educational organizations’ preparation for state accreditation. Personal account of an educational organization."     

 The second day of the seminar program included a visit to the Training and Research Center for Professional Adaptation of Disabled People and the panel discussion “Peculiarities of the development and implementation of study programs for disabled people".
