13-14 September 2016, Rostov State Medical University (RostSMU) – seminar “Challenges and future development of the education quality in the sphere of healthcare”

The seminar “Challenges and future development of the education quality in the sphere of health care” was held on 13-14 September 2016 at the Rostov State Medical University. The seminar was attended by Tatiana Semenova, Director of the Department of Medical Education and Personnel Policy in Health Care of the Ministry of Health of the Russian Federation, Sergey Bannikov, Head of the State Services Department of the Federal Service for Supervision in Education and Science (Rosobrnadzor), Elena Efimova, Deputy Director of the National Accreditation Agency (NAA), Natalya Kitaeva, Head of the Subdivision for Secondary and Higher Professional Education of the Department of Medical Education and Personnel Policy in Health Care of the Ministry of Health of the Russian Federation.

 

The seminar gathered representatives of 32 educational and research organizations subordinate to the Russian Ministry of Health, representatives of classical universities delivering study programs in the sphere of health care, vice rectors, faculty deans, chairpersons, heads of departments, centers and divisions, experts of Rosobrnadzor and Medical League of Russia, Chairmen of the Board of Students – participants of the research and educational medical cluster of the SFD – “South”.

 

The seminar participants discussed the following topical issues: quality assurance of medical education, personnel policy in the sphere of health care, initial certification of healthcare specialists, experience of participating in a pilot project on independent evaluation of the education quality, implementation of licensing requirements by educational organizations, implementation of requirements of the federal legislation in the field of education, formation of a unified educational area by participants of scientific and educational medical clusters of Russia.

 

The seminar opened with a welcoming address of the Rector of Rostov State Medical University, Professor S. Shlyk. Then followed the presentation by Tatyana Semenova devoted to the issues of quality of medical education and personnel policy in the system of health care. She gave the data related to the target-oriented learning, the transition to the system of specialists’ certification, the implementation of the project on continuing medical education. Tatyana Semenova especially emphasized the role of the professional medical community, namely professional non-profit organizations, main external experts, specialized commissions of the Ministry of Health and national scientific and practical medical centers in the staffing of the quality health care.

 

The Head of the State Services Department of Rosobrnadzor, Sergey Bannikov in his report touched upon the issues of state policy in the sphere of education, the participation of educational organizations in the experiment on independent evaluation of the education quality. The seminar participants were informed about the infringements identified during the procedure of state accreditation of educational activities, and about the measures taken by Rosobrnadzor to enhance the quality and objectivity of accreditation, characteristic features of licensing of study programs of medical and pharmaceutical education.

 

The report of Elena Efimova, Deputy Director of NAA, covered the issues of the education quality evaluation, the procedure of accreditation of educational activities. It was noted that the on-line mode of study programs’ delivery made it possible to use the resources of several organizations engaged in educational activities, including foreign HEIs. Elena Efimova also focused on the future development of state accreditation of educational activities in light of the integration of FSES of HE with professional standards.

 

Colleagues from RostSMU shared their best practice in improving the quality of educational services. During a tour of the campus the seminar participants visited the University Hospital, classrooms designed for training surgeons, had the opportunity to observe the surgery in real time mode.
