The Workshop was held in the Southern Federal District (Republic of Crimea)

NAA organized the workshop “Topical issues of state accreditation of educational activities. The requirements of the Federal State Educational Standards (FSES) to the design, implementation and evaluation of a study program” on May 29-30, 2017. The event was hosted by Vernadsky Crimean Federal University, CFU.

More than 100 representatives of HEIs; executive authorities, responsible for preparation and conduct of state accreditation; candidates applying for the establishment of the powers of experts, involved in carrying out external reviews of educational organizations took part in the event.  

The workshop was chaired by Rector Sergei Donich, who welcomed the participants of the meeting. The rector said: "On behalf of CFU staff I would like to welcome you at our university. It's nice that the Crimean University has become a venue for such a large-scale all-Russian meeting. This is a very honorable and important event for our university”. He also added that due to the entry into force of FSES 3 ++ and the amendments introduced in a number of legal acts regulating the state accreditation procedure, there is an urgent need for competent clarification of the requirements and conditions for the standards implementation.

Ms. Lemka Izmaylova (NAA’s Director) noted the high level of the workshop’s organization, comfortable working conditions and responsible attitude of all the involved services and organizations created by the host party.

Ms. Elena Efimova, Deputy Director of NAA, highlighted that it was very pleasant to hold the workshop on the Crimean land. She summed up: “Our agency is a subordinate organization of the Federal Service for Supervision in Education and Science (Rosobrnadzor). The Crimean University has already had its first experience of transition to the Russian educational standards. Now our education system is going to transfer to the updated standards FSES 3 ++, so this experience of optimal and efficient work is very useful and interesting. Moreover, the CFU already has its own experts certified by Rosobrnadzor, who are successfully qualified and conduct external reviews. I am sure that this workshop will be effective and useful for everyone, as a lot of work has been done in the higher education, a certain level has been set in the accreditation procedures, and this bar should not be lowered".

Normative legal support of the state accreditation procedure

Updating FSES (Federal State Educational Standards) in accordance with professional standards.

The requirements of FSES to the study program and its documents. Peculiarities of the external review of study programs for secondary vocational education and PhD programs.

Assessment materials: FSES requirements, site visit in state accreditation procedure.

FSES requirements to the conditions for the implementation of study programs (system-wide, material and technical, personnel).

Peculiarities of the implementation of study programs with the use of e-learning and distance education technologies

Assessment   of competence level in the state accreditation procedure

The workshop participants received a set of methodological materials and certificates.
